Tom Steele as a highway patrolman who blackmails other guys into sex sounds like a good idea.  But Steele is just not the right guy for the role.  He can be as sexy as any star around, but only when he is playing to the image of a well-groomed, slightly uptight preppy.  Cast him as a mid-streaked soldier or a bullying highway cop, and he just doesn’t spark fire.  The supporting cast is good (Anglophiles will be particularly pleased with Matt Windsor and Grant King), but not exceptional enough to hold the tape together.  The packaging, however, will inspire business.
